Trail permits are required for anything labeled as a trail
Roads Open to All can be access with a trail permit OR a road license plate (or temp road permit)
Roads Open to Highway Legal Vehicles requires a license plate and proper liability insurance

SD Non-Resident Road License Info (how to obtain)
Starting July 1, 2023 there is a new non-resident road license that can be obtained through the county treasurer’s office or directly from the state for $50 annually. A Black Hills trail pass will still be required in most cases.
